3. Fetch scene graph, timeline, evidence bundle, and cost artifacts.
4. Render evidence in a dashboard panel.
5. Add Ask Video with evidence-required behavior.
6. Only then expose read-only agent tools.
7. Keep high-risk actions blocked or human reviewed.
